It is indeed true. Richard was interviewed (if I can remember where I read this I'll post a link) saying that he is/was working on another album. It is to be all instrumental I guess (woohoo!) and may be released sometime this year. We haven't heard much else though beyond that.

Hi Liz & Sarah, Can I be one of the 1st to wish Richard a very Happy Birthday for Monday. Do you know if he will have time to get to work on his upcoming album, what with him now being eligible for a bus pass, he may spend all his time travelling...
